A locale is a set of language and cultural rules. These cover aspects
such as language for messages, different character sets, lexigraphic
conventions, etc.
Locale types:
- LC_COLLATE: string collation
- LC_CTYPE: character properties, case sensivity
- LC_MONETARY: monetary formatting
- LC_NUMBER: number formatting
- LC_TIME: date and time formatting
