Suggest the idea on the components list

Collect feedback and wait until the idea is approved

Write requirements and design document

Announce those docs and ask for comments on the components list

Repeat step 3 to 4 until everybody is happy

Implement class stubs including API docs

For each method do step 8 and 9

Write testcase for method

Write code for method and run test case

In case API needs to be changed, discuss that on the list and repeat step 6 to 9

Make the class documentation more extensive and add some class level examples

Write a tutorial

Ask for review again
